Subject: [PATCH] Show the generation loading screen again on phones

The wizard-polish restructure put the phone branch before the loading
check, so 'Freeze my deck' left the wizard on screen (looking like
nothing happened) until the router landed on the finished deck. The
loading state is now checked before the phone flow, for both layouts.

New freeze-loading suite (6 checks): the staged loading screen appears
immediately after Freeze, shows the stage message and Cancel, unmounts
the wizard bar, and Cancel returns to the wizard with the cancelled
notice instead of getting stuck.

Regression 74/74, mobile 52/52, wizard 80/80, declutter 116/116,
freeze-loading 6/6, native 35/35, i18n 25/25. Lint + build clean.
